After graduating from law school, Tom worked at the NYC Administration for Children’s Services for five years, litigating child abuse and neglect cases. He then joined the NYC Department of Education in 2013, where he worked in the Special Education Unit as a staff attorney and then Team Leader. In 2018, Tom joined the DOE’s Impartial Hearing Office Implementation Unit as its Associate Director. In 2022, Tom joined the NYC Office of Administrative Trials and Hearing Special Education Hearings Division as its Senior Settlement Officer and built out SEHD’s settlement staff and apparatus. In 2024, Tom left City service in order to better serve and support families and students with special education needs by joining our office.

 Tom received his undergraduate degree from the University of Maryland, College Park, and his law degree from the Benjamin N. Cardozo School of Law.

 Tom was born and raised in Greenwich Village and currently resides in Brooklyn with his dog, Biscuit. He enjoys craft beer, Muay Thai, and having his heart broken by the Mets.
